The Industrial Park

The Park


The PNOC-AFC Industrial Park is a fully integrated industrial complex that caters to a homogenous group of petrochemical-related plants co-located and interacting with each other at various levels of production.

To date, around 180 hectares of land has been developed for the midstream plants. Three locators are now in commercial operation namely: Philippine Resins Industries, Inc., NPC Alliance Corporation and Phoenix Polypropylene Corporation. Other operating entities include Team Energy, Consolidated Industrial Gases, Inc. and ORICA Philippines, Inc.

Facilities such as raw and fire water distribution systems, a road network and drainage system, a power distribution system, and a 1.3 kilometer feedstock pier/jetty with 12-meter deep seas berth are available for the investors/locators.

Certification to International Organization for Standardization (ISO)

Part of the two-pronged mission of the PNOC-AFC aside from that of the alternative fuels, is the development, operation and management of a globally-competitive industrial hub which caters to the players from the petrochemical industry. One strategic move that the Company has adopted to realize this mission is the development and implementation of the Integrated Management System (IMS) in the PNOC-AFC Industrial Park in Mariveles, Bataan.

For the past years, the IMS has become a global trend in various industries to put the quality and standards of each industry into a new dimension. The PNOC-AFC management has envisioned that the IMS will provide the Industrial Park its needed boost to transform it into a world-class industrial estate.

Specifically, the IMS will enable the Industrial Park to demonstrate high levels of quality, thus increasing the existing and future investors' confidence. Aside from the aforesaid, the Quality Management System (QMS) is mandated by Executive Order No.  605 and Administrative Order No. 161, S-2006 directing adoption by government agencies including government-owned and –controlled corporations (GOCC) and government financial institutions of QMS.

As early as 2008, PNOC-AFC has exerted great effort to secure certification from the ISO for QMS (ISO 9001:2008), Environmental Management System (EMS) (ISO 14001:2004) and Occupational Health and Safety Assessment Series (OHSAS) 18001:2007 for the Industrial Park.
  
In October 2009, said three (3) certificates were issued to the Park, while the ceremonial/formal awarding was held on December 14, 2009. It is worthy to note that the PNOC-AFC Industrial Park is the first GOCC in the country to be awarded with ISO 9001:2008 and the first to have obtained three (3) certifications at the same time.

The ISO 9001:2008 is a QMS intended to control processes thereby ensuring the quality of products and services with the main focus on customers' satisfaction while ISO 14001:2004 is the EMS aimed at managing environmental aspects, impacts of processes, products and services focusing on pollution prevention. Meantime, OHSAS 18001:2007 is the Occupational Health and Safety Assessment Series intended to manage the conditions and factors that affect the well-being of the Company's employees and other members in the work place with the main focus on the health and safety of personnel.

Corporate Social Responsibility (CSR)

As part of the CSR Program of the PNOC-AFC Industrial Park, health, safety, security, and environment programs are being continuously implemented, which include among others, health-related trainings and seminars for the Park employees with the participation of locators and host communities; provision of community financial assistance to host communities in Bataan; and environmental training and organizational meetings of the Multi-Partite Monitoring Team.  In addition, the PNOC-AFC Industrial Park continuously conducted environmental regular water and ambient air quality monitoring as part of its environmental quality monitoring activity, and carried out the IEC activities for the POPs Project.  

The Location

The PNOC-AFC Industrial Park is located in two adjacent municipalities of Bataan (Mariveles and Limay), a province in the western portion of Luzon Island. It is 40 kilometers west of Manila across Manila Bay and around 140 kilometers by land. The PNOC-AFC Industrial Park is strategically located near major ports and industrial growth areas like the Subic Bay Freeport and the Clark Development Zone to the north, the Bataan Export Processing Zone to the south and the CALABARZON Growth Area to the southeast.
