OUR COMPANY

The Philippine National Oil Company – Alternative Fuels Corporation (PAFC) was formerly known as the PNOC Petrochemical Development Corporation (PPDC) until its Articles of Incorporation was amended on July 13, 2006. Its mandate is to explore, develop and accelerate the utilization and commercialization of alternative fuels in the country.

PAFC also pursues the development, operation and management of the PAFC Industrial Park, an industrial estate with an area of more than 530 hectares located in the province of Bataan.

The PAFC's operations are developmental and commercial in nature. The Corporation aims to meet the increasing local and global demand alternative fuels  while contributing to energy security, cleaner environment, job creation, and poverty alleviation efforts of the Philippine Government through biofuels production and utilization.

Recognizing the magnitude and urgency of the mandate, the PAFC developed a roadmap that would facilitate the development and utilization of alternative fuels in the country after its venture into the commercialization of jatropha-based biodiesel project; the company is now linking with concerned governmental, research and business enterprises to study the potentials of sweet soghum as a complementary feedstock for bio-ethnol production.

The PAFC started its Integrated Jatropha Biodiesel Project to ensure stable and sustainable supply of feedstock and lower production cost while rendering utmost benefits/returns to the stakeholders. It began to serve as a catalyst in biofuels production using cheaper indigenous feedstocks. The Company has considered jatropha, a non-food crop, as its primary feedstock for biodiesel production.

Also, the PAFC has been one of the main movers to increase public awareness on the benefits of Jatropha curcas. The Company took the lead in information dissemination on jatropha contributing to the latter’s growing popularity as a potential and viable feedstock for biodiesel production. No other single local entity so far can match the efforts of the PAFC in this regard.

Considering that jatropha as a biodiesel feedstock is a pioneer-undertaking in the country, the Company invested heavily on research and development (R&D) in partnership with the academe and investors to study all aspects of jatropha biodiesel – from propagation to oil extraction and refining.  R&D efforts on jatropha will be beneficial not only to the Company but to other stakeholders as well.

To date, the PAFC has developed its own research-based and financially-viable business model with a strong collaboration with the academe, scientists and financial experts in the country. The PAFC is open to various collaborations which will be beneficial to both parties and to the biofuels industry in general.

INDUSTRIAL PARK

The Park
The PAFC Industrial Park is an industrial complex that caters to a homogenous group of petrochemical-related plants co-located and interacting with each other at various levels of production.

To date, around 180 hectares of land has been developed for the midstream plants. Three (3) locators are now in commercial operation namely: Philippine Resins Industries, Inc., Petrochemical, NPC Alliance Corporation and Philippine Polypropylene Inc. Other operating entities include Team Philippines Energy, Inc. (formerly MIRANT), Linde Philippines Inc. and ORICA Philippines, Inc.

Facilities such as raw and fire water distribution systems, a road network and drainage system, a power distribution system and a 1.3 kilometer feedstock pier/jetty with 12-meter deep sea berth are available for the investors/locators.

The Location
The PAFC Industrial Park is located in two adjacent municipalities of Bataan (Mariveles and Limay), a province in the western portion of Luzon Island. It is 40 kilometers west of Manila across Manila Bay and around 140 kilometers by land. PAFC Industrial Park is strategically located near major ports and industrial growth areas like the Subic Bay Freeport and the Clark Development Zone to the north, the Bataan Export Processing Zone to the south and the CALABARZON Growth Area to the southeast.

The Industry
There are investments in practically all segments of the petrochemical chain in the country today. The petroleum industry, of which the petrochemical industry is a natural extension, has already three (3) major refineries in Bataan and Batangas.

Plans for the establishment of biodiesel processing plants, a central biofuels terminal facility and a coal-to-liquids plant with the Corporation's potential partners are therefore underway as part of PNOC-AFC's task of operating and managing a globally-competitive alternative fuels manufacturing industry.
